I think washout speed is kind of a secret information.
But for gameplay purposes you could use 9-10 knots as a threshold.
Faster and you're deaf on the TA, slower and you can hear again.
Since when searching for contacts you'll be going slow so as not to be counterdetected the 9 knots limit is no limit at all.
