This was done in the final version 1.50 - you can let the ships work with radars and not allow active ping to work.
This is referred to as semi-active mode.
Its description is in the USNI Refernce:

A new mode was developed, when only search and navigation radars work, without the use of active hydrolocation.
To enable this mode:
Select the required platform and on the second page set the EMCON flag.
NOTE: Make sure platform tactics are not "transit".*
Then, create a script:
PAGE 1
Apply script to: All
PAGE 2
select script "Enable Radar to:"
In the first window - enter the name of ANY platform in scenario (or name platform for semi-emcon mode - with checked EMCON).
In the second window, set the name of the platform (with checked EMCON) that should ENABLE the radar
Then,create Trigger:
PAGE 1
Trigger activation: automatic
PAGE 2
Start Time:with a shot time after start (or time mission start)
End Time: any higher value
PAGE 5 or 6(LAST)
Action: RunScript
Script to run: - enter the name of your script to "turn on" the radars.
The trigger that runs the script can be anything - automatic or approach or destination triggers.
Semi-active EMCON option is for ships only. the tactics of movement of the ship can be any,except for the tactics of "transit".
The default EMCON option works as before - it turns off all active sensors on the platform. (Radars and Active Sonars)
* - A"Transit" tactic always implies that a platform with a given tactic will not attack a hostile platform until it itself is attacked.
