I do not understand how to use the MAD, the MH-60 seahawk step over a submerged contact (150 ft), with low speed so that the sensor be at water, do not get any signal detection.

MAD sensor is not the hydrophone. It need not be lowered into the water.
Deploy MAD sensor from ATO[F2] station or from the Task Bar’s Orders Menu.
Do not forget to switch POWER switch to the ON pos. in the MAD/ESM Station [F6].
Because MAD sensor has a limited range of detection it is necessary to lower it closer to the water surface.
