In this mission SeaState (option in Mission Editor) is established as 1.
The condition of the sea as a whole influences acoustic conditions.
As a condition of the sea very quiet - accordingly and the distances of detection essentially extend.
It as speaks that your boat can be counterdetected and attacked on much large distances than these 8 miles for TIW msg.
For default of a condition of the sea (SeaState 3) the distance TIW will be within the limits of 5000-6000 meters.
